The provision of primary services to the site and the construction of 388 wooden cabins by Médecins Sans Frontières (MSF) and the town council were against the national government's wishes. National government's wishes.
The construction of 388 wooden cabins on the site was expected to accommodate 1,500 exiles. This means an average of four persons per family. The average area used per person was only two square metres, but the reality would have been much more crowded. In the early days of the opening, something needed to distinguish the wooden cabins. The only recognisable thing was the number on the door.
